At that point, you probably will need to do a few extra things before progressing to chapter 2s (I would advise aiming for four characters who are level 20+ at this point) - there are around six optional caves near chapter 1 towns that have level 15 or 20 recommended levels, there are many side quests that can give good items, equipment and often involve some fighting. In most cases, after finishing all chapter 1s you'll end up with characters around level 10-20 if you've done no or little side content. Most people end up somewhere in between, naturally. If you explore the plethora of optional dungeons and side quests and fight most things you encounter along the way, you'll probably be constantly overlevelled. If you want to just rush from chapter to chapter, do little side content and avoid fights where possible, yeah, you'll probably end up underlevelled and need to grind.
